County Court Panel

The attorneys on our County Court Panel are qualified to handle cases in which the top charge is any charge up to, and including, a C-felony. County Court Panelists are also qualified to handle all A- and B- felony drug offenses.

However, every A and B non-drug felony case must be handled by an attorney on our Major Felony Panel. To join our County Court Panel, an attorney must have been actively engaged in the practice of criminal law for at least 4 years.

Qualification Pathways

County Court Panel Qualifications

Attorneys can qualify for admission to the County Court Panel in any of the following categories:

Criminal Practice Experience

Experience Required

Applicants must have handled at least fifteen criminal cases within the past five years, including:

  • Ten negotiated pleas, dismissals, or other non-trial dispositions, at least five of which occurred after indictment; and
  • Three post-indictment litigated motions involving oral testimony; and
  • Three post-indictment jury trials that proceeded to verdict, or one post-indictment jury trial as co-counsel and two post-indictment jury trials as sole counsel; or
  • Eight misdemeanor trials that proceeded to verdict, at least six of which were jury trials.

References Required

  • Three judges before whom the applicant tried post-indictment jury trials; or
  • Three judges before whom the applicant litigated motions;
  • Three trial or hearing adversaries; and
  • Three co-counsel or attorneys familiar with the applicant’s courtroom work.

Category II

Former Judges

Former judges of the District Court, County Court, or Supreme Court (Criminal Term) who have recently retired or voluntarily resigned from the bench may qualify upon submission of favorable recommendations from three attorneys who have appeared before them within the preceding three years.
