Major Felony Panel

The attorneys on our Major Felony Panel are the most experienced panelists. These attorneys are tasked with handling all A- and B-non-drug felonies. To join our County Court Panel, an attorney must have been actively engaged in the practice of criminal law for at least 5 years.

Major Felony Panel Qualifications

Attorneys can qualify for admission to the Major Felony Panel in any of the following categories:

Category I

Extensive Felony Trial Experience

Experience Required

Applicants must have handled at least thirty criminal cases, including:

  • Twenty felony negotiated pleas, dismissals, or other non-trial dispositions, at least ten of which occurred after indictment; and
  • Ten post-indictment litigated motions involving oral testimony; and
  • Five felony jury trials that proceeded to verdict, at least two involving Class C felonies or higher; and
  • Trial cross-examination of at least four of the following expert witnesses:
  • Police officers
  • Undercover officers
  • Medical experts
  • Ballistics experts
  • Laboratory technicians
  • Psychiatrists or psychologists
  • Fingerprint experts

References Required

  • Five judges before whom the applicant conducted litigated motions, hearings, or trials; and
  • Five trial adversaries; and
  • Five co-counsel or attorneys familiar with the applicant’s courtroom work.

Category II

Former Judges

Former County Court or Supreme Court (Criminal Term) judges who have recently retired or voluntarily resigned from the bench may qualify upon submission of favorable recommendations from five attorneys who have appeared before them within the preceding three years.
